Planning The Planning Department is overseen by the City Planner, Jeff Oyler. This department's primary responsibility is to ensure the zoning code is enforced on existing properties and proposed developments. The City Planner is the liaison to the Planning Commission and advises both the City Council and the Planning Commission with regards to planning and zoning issues.
